Since 2009, the corporate had launched a series of “Priority Seats Campaign” to encourage passengers to offer their seats to those in need. The seats painted in red and featuring happy Smiley faces on the seat back was first introduced on MTR Urban Line trains. Priority Seats have been implemented on trains on Light Rail. The project is expected to be completed in 2014.

In the year 2012, the Kowloon Motor Bus decided to have priority seats set up in all of its buses and the headrests of such seats were changed into dark purple. It makes people easy to distinguish the seats. Also, there are some posters in the bus and play some promotion video of priority seats. The motion encourages people to be sensitive about other people's needs and take actions of empathy and altruism.

The pregnant, patient, injured, elderly and disabled have priority to take these seats. People are expected to offer their seats to those in need but there is no regulation to restrict the use of priority seats. However, there are many disputes of priority seats. Some people misunderstand the use of priority seats. They think that only people in need can sit on the priority seats. Other people should not sit on it. Therefore, many people worried that if they sit on the priority seats, someone would contemptuous of their behavior. Taking photo and shooting and then upload it on internet in order to having a moral criticism and cyber bullying. People are afraid of cyber violence so would not sit on the priority seats.

There are many people who treat the camera and keyboard as weapons. They are not in know and even there are still a good few empty seats but they couldn’t wait to take photo and post it online to start a public trial for other people to criticize. With the popularization and development of smartphone, the problem of cyber violence is an increasingly serious problem. Some HongKonger become the judge in internet.
